Mining Leveling system

We all know how boring early game can be (slow mining with stone tools, etc.), why not add a system where blocks mined give a slight mining speed boost (with a maximum). like every 3k blocks raises mining speed with that tool by 0.2%.
would be cool to insta-mine deepslate, but that would take years.
